For the record: I meant to add about the attitude towards people infected with HIV that I had seen this item from AkiPress, (a local news agency) ...

Kyrgyz parliamentarian suggests PSAs on use of condoms in prime time, naming people with HIV in press

A big number of people infected with HIV/AIDS in Kyrgyzstan is connected with poor knowledge and awareness of youth, MP Iskhak Pirmatov declared at the Respublika faction session on October 12.
It will be correct if the Ministry of Health in cooperation with the Ministry of Education and Science introduces a subject at school from 5th grade explaining how to protect themselves, the MP said.

“We should not refer to our traditional views saying this is shameful and inpermissible. People don't know many things and the sad statistics grows in the result. Projects implemented by the Ministry of Health are not effective. The public service announcements should be broadcast in prime time as many don't know how to use condoms and where to get a new syringe for addicts. The Parliament will support this and will order a special time at the television channel,” the parliamentarian assured.

In addition, the MP proposed to publish names of people infected with HIV/AIDS in press.

“People should know potential infection carriers. If this contradicts to the law on medical secret, we will adopt another law,” MP Pirmatov explained.
