Hello Ian,

I trust you are well. Very Best of luck for 2011. I was reading your latest post. The cell phone registration; when a visitor arrives from another country, the phone adopts a new identity which is a combination of the IMEI number and the phone number, this is added to the Country specific number. So the number that you and I call is only a portion of what the system calls.

So... where am I going with this, for a cell phone to register on the local network, there has to be an agreement between the host nation and the visitors service provider. Where visitors have not set up roaming (usually only available on contract - identity checked, registered etc), the host nation will not accept the phone on to the system.

There are very good commercial reasons for this, the host nation can not guarantee funds received or payment for the calls made.

The idea of registering cell phones is a "in my humble opinion" a very good idea, it enables a host of functions to be carried out by the State Commission, no different from Mi5 6 or others.
